Treasury Chambers 11. May 1863
In reply to your letter of 22nd April last, I am commanded by the Lords Commissioners of Her Majesty's Treasury to acquaint you, by the direction of the Duke of Newcastle, that they will not object to the expenditure of $5250 that has been incurred for the purchase of the "Ariel" or "Sayon" for a Convict Hulk at Hong Kong.
Their Lordships see no objection to the rates of Salary for the Superintendent Staff that will be required for the new Convict Establishment about to be formed at Stonecutter's Island, as stated in the Governor's despatch, No. 42, of 14th February last.
I am, Sir, your obedient Servant,
J. R. P.
(likely "J. R. P. Brodrick" or similar, but the surname is not clear; however, based on the context and the signature "7. Rofers Bart." it is reasonable to assume it is "J. R. P. Brodrick" or a similar name, the correct expansion is not possible with the given information, hence left as is)
7. Rofers Bart.
